If you are a hobbyist and just want a web presence to communicate with friend and family then one of the free options would most likely fit your requirements unless of course you want to ensure your website remains online permanently, so here I’ll start with the paid options.
Firstly to get your own website online you will need a domain name and some website hosting, the domain name will give your new website an address, this is the link needed to find where your website is hosted on the world wide web and will looks like this: www.yourchosendomainname and then usually ends in .com , .net , .info , .org , .biz , .tv , .ws , etc.
Although most all of the hosting providers online can also supply you with a domain name registration service, I personally would advise you to use a separate registrar as this will save you from experiencing huge problems later on should you ever need to change to another hosting company for any reason.

If you intend to just put up just a small text only site then their starter packages will be ideal, if your intend to have a vast site including big files like audio and video, then the packages with larger storage space will be your better bet.
